President is a title held by many leaders of organizations, companies, trade unions, universities, and countries. Etymologically, a "president" is one who presides, who sits in leadership (from Latin pre- "before" + sedere "to sit"; giving the term praeses). Originally, the term referred to the presiding officer of a ceremony or meeting (i.e., chairman), but today it most commonly refers to an official. Among other things, president today is a common title for the heads of state of most republics, whether popularly elected, chosen by the legislature or by a special electoral college. It is also often adopted by dictators.

How come a president can invade and occupy a foreign country without a formal declaration of war?
Q. Isn't this the reason congress has the power to declare war, not the president? What happened to checks and balances? But more importantly, do you think Obama will be more responsible in this respect? I would love to have a president who acted not only by the letter of the Constitution, but also the intended spirit of the Constitution.

A. President Hoover actually did very little during the time. He believed eventually the economy would eventually fix itself. The great depression never started in America. It was already bad throughout the world. However, back to your question. If you really want a human toll you'd have to include WWII because the great depression was the driving force fascistshe facisits.
