Start by going to your local county office and registering the name ... and then if you want to turn this into a 501c3 non profit, then you will need to do some more paper work with your secretary of state office and the IRS. +get together with some buddies/ flagpole painters in your area +nominate officers of your local association +create some printed materials, rules, by laws, etc .. + create a website +get your name out there ... invite others from neighboring counties, states to join buena suerte
